System-wide configuration items.

This struct tracks various items:

• the iteration (version) of the configuration
• the admin_secret_handling which describes how administrative secrets are stored/handled on the system
• the non_admin_secret_handling which describes how non-administrative secrets are stored on the system
• the mappings which describe user mappings for system users (e.g. SSS shareholders or users for downloading wireguard configurations)
